If you're going to be starting a game in FM18 with a small or no transfer budget then getting a world-class player is practically impossible, unless they are free of charge.
After consulting with Transfermark, I've managed to find lots of players that are nearing the end of their contract this summer but decided to present you these top five world beaters with whom you can bluster your favourite football team.
All of the players stated here will be contract tied to their respective clubs until June 30th this year, after that they'll be up for grabs.
Before stasrting, I'd like to share some notable mentions that haven't made it to the list; Martin Caceres (Age 30, Southampton), Joe Ledley (Age 30, Crystal Palace), Jan Kirchoff (Age 26, Crystal Palace), Zoran Tosic (Age, 30, CSKA Moscow), Vurnon Anita (Age 28, Newcastle), Bacary Sagna (Age 34, Man City), Mirko Vucinic (Age 34, Al-Jazira), Rachid Ghezzal (Age 25, Olympique Lyon) and Eric Maxim Choupo-Moting (Age 28, Schalke).
#5 Lucas Leiva, Age 30, Club - Liverpool FC
At number 5 of this list is the tenacious defensive midfielder, Lucas Leiva. 30 years of age, this Brazilian can still offer a few good years of service at the top tier. If we look at his attributes from FM17, we can confirm that he has more than good physical as well as mental and technical stats that will serve him for another 3-4 years. Furthermore, he also has an Italian citizenship so he would be a good signing if your league has an EU restriction.

#4 Gaël Clichy, Age 30, Club - Manchester City
At number four we have a thirty year old French international, Gael Clichy. Man City's full-back will be 31 once FM18 arrives, but nevertheless, he'll be more than an excellent acquisition for any team in the game. Physically dominant this Frenchman can serve your team for a good few years. But I have mine doubts if Clichy will still be available when the Football Manager 2018 database closes on September 1st as there is a huge interest from elite teams around Europe, PSG being one of them.

#3 Zlatan Ibrahimovic, Age 35, Club - Manchester United
An unfortunate injury in the UEFA Europa League match meant not only that the Swede will be out for the rest of the season for the Red Devils, but ultimately made the board of directors at Man UTD agree not to renew the legendary striker's contract. Maybe it's not good news for Zlatan, but it is for all of us who never got the opportunity to manage him in Football Manager. Even at his 35 years of age I am of the opinion that he will still ask for astronomically high wages, this could be outputting too many, but then again this is Zlatan Ibrahimovic we are talking about!

#2 Mario Balotelli, Age 26, Club - OGC Nice
Last year Liverpool gave up on the Italian and didn't want to renew the contract with the man they paid just a season ago for more than 20 million Pounds, and no one batted an eye when they decided to do so. Even without the contract Balotelli was unable to find a club who would pay him his demanded wages, and if it not been for the French outlet OGC Nice, the Italian would probably be without a club. Excellent potential and still relatively young, Balotelli is a great signing for the future, only if he could behave himself on and off the pitch.

Jesús Navas, Age 31, Club - Manchester City
Jesus Navas was seen a surplus immediately Pep Guardiola set foot on Etihad and is no wonder that the Spanish winger decided to leave on a Bosman rulling once his contract runs out. Navas, who is 31 but still in excellent physical shape can serve any mid or top tier team for at least another 2-3 years with ease.
