He is 21 years old in the beginning of the game and by the age of 25 he develops more than adequately, but the time he reaches his peek at 29 is when you can expect him to be one of the game's elite players.
With him in your squad you will have pace and acceleration on the flanks in the future, his pace even goes +1 to a whooping 19, true speed daemon.
He has amazing pace and agility and if you combine this with his dribbling and flair abilities, Leon becomes one of the top dribblers in the game.
