While some teams have a good base of players and rich finances, other teams are in debt, have strict transfer policies or are just in a bad situation. Finding the right challenge for your Football Manager 2021 save is quite tough if you are not familiar with the different teams around the world. Managing a team that is in serious debt or far from the required level can be really challenging, especially if you are an FM21 beginner, but it can be a great learning experience for you as well.
With that in mind, let's jump to our list of five teams that will give you the most challenges in FM2021 and which along the way will be a good polygon for learning to play the game.
1. Bolton Wanderers (Sky Bet League Two)
Since 2015 Bolton have been struggling financially which led them into administration in 2019. With new owners and a fresh beginning in the Sky Bet League Two, Bolton will not be an easy team to manage in Football Manager 2021 but definitely a challenging one. The club will pay 500 thousand Pounds a month until 2026 to cover up the debt. There will be only 2 thousand Pounds in wage budget to sign players, so if you are interested in buying players you will need to sell first, and with the board expecting to finish first and get promoted, that could be a great achievement.
2. Athletic Bilbao (LaLiga)
If you are interested in a different perspective for your FM21 save, Athletic Bilbao can be a team to consider. Athletic Bilbao have a strict policy of signing only Basque players, so you can only sign players that are Basque or have Basque roots. While managing Athletic Bilbao you will realize that world-class Basque players are very limited and signing them is a challenge for itself, in addition, you will have to compete against Real Madrid, FC Barcelona and Atletico Madrid in the La Liga. Developing your youth academy players will be essential in order to develop your squad and compete at a higher level.

4. Wigan AFC (Sky Bet League One)
Wigan AFC have gone through a rough time this past year. With failed owner takeovers and administration, it seems like the club cannot find any peace. Wigan AFC are currently in the Sky Bet League One, and they are projected to finish in the last place. To make the challenge even more challenging, they have no transfer budget available, and only a couple of thousand pounds in the wage budget. Trying to strengthen the team and keeping Wigan AFC up will be a difficult task.
